Council Member Kevin C. Riley clarifies that the City of Yes for Housing Opportunity proposal comes from the administration, not the council. He emphasizes that the council is listening to feedback and trying to make modifications.
- Riley requests that testifiers refrain from using the term 'undesirables' and instead use 'houseless individuals' when referring to people seeking housing.
- He stresses that the proposal should only present opportunities for houseless individuals looking for a place to call home.

I do have a statement, though.
8:17:22
This proposal is a proposal from the administration.
8:17:25
It's not a proposal from the council.
8:17:26
We are delivering, and we are hearing it.
8:17:28
We're trying to make modifications.
8:17:29
We're trying to get feedback.
8:17:31
But I do wanna make a notion that this sentiment, that this proposal will promote undesirables within our community I went in straight away from that.
8:17:41
This should only present opportunity for houseless individuals who are looking for somewhere to call home.
8:17:49
So that terminology undesirable, I just respectfully ask those who come up after this panel, if we could please refrain from using that and use houseless individuals if that's possible.
8:18:03
With that said, thank you so much to this panel.
8:18:05
Appreciate it.
