Angela Kravtchenko, a Brooklyn resident and member of Community Board 13, testified against the City of Yes for Housing Opportunity proposal. She emphasized that while they're not against affordable housing, they don't believe relying on developers will solve the affordability crisis, citing examples from Coney Island's recent development history.
- Highlighted the mismatch between new "affordable" housing and the actual income levels of Coney Island residents
- Raised concerns about decreasing home ownership and increasing residential prices in the area
- Emphasized flood risks in Coney Island, describing it as the fastest sinking area of New York City

Crabdenko.
4:59:22
Yeah.
4:59:23
That's perfect.
4:59:23
Thank you so much.
4:59:25
No.
4:59:25
That's okay.
4:59:26
That's perfect.
4:59:27
Good afternoon.
4:59:28
I'm Angela Crabdenko.
4:59:30
I'm Brooklyn resident, and I'm a member of Community Board 13, 1st chair.
4:59:35
Community Board 13 is Kony Island, Brighton Beach Seagate Area.
4:59:41
And we voted no for the series of years, but I wanna say we're not against affordable housing.
4:59:50
Also, we cannot rely on developers to solve the housing affordability affordability crisis.
4:59:57
It didn't work in Kony Island.
5:00:00
In the past 10 years, developers build 3370 units.
5:00:06
Mostly rentals, 72% were rented at the market volume, 28% are marked affordable, but not by Corny Island residents.
5:00:17
Our median income is 44,000.
5:00:20
25% of Corny Island residents live below poverty line and very few of them have a chance to live in those buildings with indoor pools and gene and other amenities.
5:00:35
Home ownership.
5:00:37
Decreases at the same time, 5%.
5:00:40
Residential prices went up 55%.
5:00:44
So that was our reasoning.
5:00:45
Another important issue is a flood zone.
5:00:47
I heard a lot of people talk about it.
5:00:50
Kony Island is the fastest sinking area of New York City as of now.
5:00:57
So we don't have a solid migration plan, and we it's not only flood, it's even heavy rain, brings us overflow from the shore, and it's the mix in is not nice.
5:01:13
Probably people who live in flood area, they they know what it is.
5:01:17
So until that 100 years, the old system is solved, and we have a new source, so we can't afford bringing new residents and new and new people in there.
