Evidelia Boyd, representing the Rosedale Civic Association, strongly opposes the City of Yes initiatives. She cites concerns about the impact on Rosedale's suburban community character, infrastructure limitations, and potential negative effects on small businesses.
- Rosedale is experiencing overdevelopment, with single-family homes being converted to multi-family homes
- The community's infrastructure, installed before the 1940s, cannot sustain new developments
- Boyd argues against ADUs, stating "people do not belong in garages"
- She criticizes the plan as unbalanced and potentially worsening the situation for many residents

Thank you.
3:41:42
That's exactly how you pronounce my name.
3:41:44
Good afternoon, Chairman Riley, and to the Council members present.
3:41:48
My name is Evelyn Boyd.
3:41:50
I am the current president and board chairperson of the Roselle Civic Association.
3:41:56
The Roselle Civic Association has been in in existence since 1946.
3:42:01
That's 78 years of thriving in the Rosedale community.
3:42:05
The Rosedale community opposes strongly opposes the city of yes initiatives.
3:42:11
Our opposition is not based solely on the city of yes impact on the dynamics of our suburban community, which is entirely made up of 1 and 2 family homes.
3:42:24
Because currently, we're experiencing overdevelopment in certain parts of Rosedale they're already converting single family homes into 1 family homes.
3:42:34
And we're we're opposing it also because of this impact, the city of yes, impact on our infrastructure.
3:42:40
The infrastructure in Rosedale was installed well before the 19 forties So these new developments will not be able to be sustained by infrastructure that needs to be repaired, that needs to be replaced.
3:42:53
And and speaking particularly about the idea of putting 2 to 4 apartments on in our town centers, I mean, we found that in other areas of the city, when this happened, small businesses, they face rising rents and sometimes displacement.
3:43:12
So, you know, these these proposal and TODs, that would take most half of Rosedale.
3:43:19
So that will eliminate Rosedale.
3:43:21
And, basically, what we're saying and the other thing, the ADUs, people do not belong in garages.
3:43:28
Absolutely not.
3:43:30
So this city of yes plan that was put together by the planning commissioners is so unbalanced and think about it.
3:43:39
When they put this plan together, which is supposed to be addressed a a very important issue, is actually making it worse for most of the people that you heard from today.
3:43:48
So thank you for listening, and we hope that you vote no on the city of yes.
Kevin C. Riley
