Jennifer Pettit, a single mom from NoHo, testifies against the City of Yes Plan, specifically criticizing the exception in section 1501 of the zoning code that imposes an "art fund fee" on NoHo and SoHo. She argues this contradicts the plan's goal of reducing housing costs and barriers.
- Pettit claims the fee unfairly targets NoHo and SoHo residents, creating a financial barrier to housing development
- She urges the council to vote against the plan unless it treats all New Yorkers equally
- Pettit specifically requests the removal of inventory provisions in section 1501 that target NoHo and SoHo

The DCP claims that the city of Yes Plan will reduce housing barriers and costs by allowing commercial buildings to be repurposed into housing.
0:57:10
Yet section 1501 of the zoning code includes a glaring exception to the M 15 B districts, which apply only to my neighborhood of NoHo and SoHo.
0:57:21
The DCP planted this exception so they can impose discriminatory tax of millions per building in a so called art fund fee.
0:57:30
This massive tax punishes me and my family and my neighbors based only on where we live.
0:57:36
Why target only my neighborhood for this unfair treatment if your goal is truly to increase housing and reduce costs Why add a financial barrier?
0:57:45
This contradicts the city's stated housing inequality goals and undermines the very essence of this housing reform.
0:57:52
I urge you vote against this plan unless it treats New Yorkers equally.
0:57:56
Reject this proposal unless the inventory provisions in section 1501, which specifically target know who and so who are removed.

Thank you.
