Testimony by Joe Enright on City of Yes for Housing Opportunity

Joe Enright, a resident of West Midwood in Victorian Flatbush, testifies against the City of Yes for Housing Opportunity proposal, particularly focusing on its potential impact on his neighborhood's mall on Glenwood Road. He expresses concerns about Transit Oriented Development (TOD) and its threat to the community's character and green space.

  • Enright argues that the proposal could lead to the demolition of historic homes and their replacement with unaffordable multiple dwellings.
  • He highlights concerns about population density doubling in 10 years due to new construction and ADUs.
  • Enright calls attention to a rezoning text (ZR23.243) that doubles the FAR in his area, which he claims was done without community input.

Okay.
13:01:10
Thank you.
13:01:12
I'm from West Midwood in Victorian Flapish.
13:01:16
We have a mall here on Glenwood Road that's been the town square of the neighborhood for a 120 years.
13:01:22
It's a ten foot wide strip of trees and grass that separates the single east and and westbound lanes of Clement Road.
13:01:30
Lanes so narrow that no parking or even standing is permitted.
13:01:34
It's four short blocks that dead ends at the q train cut.
13:01:38
It's not a few street, very serene, one of the few public green spaces in our district.
13:01:43
It's also the side of our Halloween parade for the past 40 years, and 500 flattish kids and their parents will have a ball there next week.
13:01:52
Transit oriented development threatens all that because it's a wide street under City of Yes' definition, and we're told there's no exceptions.
13:02:01
Mall or no mall.
13:02:03
So at least 20 of the 29 beautiful old homes facing the mall or all 29 if lots are combined.
13:02:10
Some with absentee owners who might be open to deals ASAP will qualify for teodowns by developers to to build steel break multiple drawings, but ten units each.
13:02:20
All unaffordable as of right.
13:02:22
Throw in 2 storey backyard ADUs and 2 storey garages, and our population doubles in 10 years.
13:02:29
Not a little housing, a lot of housing, all unaffordable.
13:02:32
And what about the contextual rezoning of floppers that just mentioned, that doesn't count.
13:02:36
We're told.
13:02:37
I also quote to your attention, again, the the the text, the rezoning@zr23.243, which doubles our f a r.
13:02:49
We didn't call for that.
13:02:50
There was no communication with the community board 14 about that.
13:02:55
It's a backroom deal.
13:02:56
I urge you to investigate it.
13:02:58
In closing, let the counsel of the people's chamber devise a better plan we can all support.
13:03:04
Please eliminate TOD ADUs and district fixes from the zoning resolution.

Thank you.
