Joseph Vaini testifies against the City of Yes for Housing Opportunity program, arguing that it is a form of trickle-down economics that will primarily benefit developers without making housing more affordable for working New Yorkers. He expresses concerns about the impact on low-density communities and potential infrastructure issues.
- Criticizes the program as a "ludicrous" sales pitch and a payback to real estate interests
- Warns that new developments will likely be overpriced luxury apartments or subsidized housing, not truly affordable units
- Raises concerns about overcrowding, infrastructure strain, and quality of life issues in low-density neighborhoods like Throggs Neck

Shaun Abreu
10:14:24
I can hear you now, Joseph.
Joseph Vaini
10:14:26
Okay.
10:14:27
Great.
10:14:27
Great.
10:14:28
Great.
10:14:29
Thank you for allowing me to speak.
10:14:30
It's been a while.
10:14:33
The only thing I have to say is the sales pitch for this entire city, just for housing opportunity program is ludicrous.
10:14:40
Basically, what's being argued is trickle down economics for developers.
10:14:44
Give developers free reign and that and decades long tax abatements from the state that no private individual could have agreement on obtaining.
10:14:52
And maybe just maybe housing might become more affordable.
10:14:58
No industry deliberately oversaturated the market that reports that they and margins wouldn't materially be impacted.
10:15:03
Real estate will be no exception.
10:15:06
You just gotta take a look at past up zoning, like build of Los Angeles housing 2.0 for evidence of that.
10:15:11
My understanding rents on average rosin was effective.
10:15:15
In my opinion, this is nothing more than a generous payback by mayor Adams and city planning chairman, Gerotic, to the real estate interest with finance and political careers.
10:15:23
Is it in the money stock option with no expiration date?
10:15:28
Also, my opinion, the only new developments that are gonna come out of this proposal will be either more overpriced, quote unquote, luxury apartments or subsidized housing like the Rikers Island former inmate permanent housing facility plan to the Jacoby campus in New Orleans.
10:15:43
It's not gonna be affordable housing for work in New York is the way it goes market.
10:15:47
Now I currently live in Brocktonack.
10:15:48
It's a very it's a low it's considered a low density community, not as much as
Cathy Cebek
10:15:52
it used to be.
Joseph Vaini
10:15:53
Low density communities like Brocktonack, Moores Park, Pelham Bay, Venice, Others like it.
10:15:58
I think they're at particular risk.
10:16:00
These communities don't have the infrastructure to support this development, and real estate is cheaper here than areas like Manhattan or Long Island City.
10:16:08
This will directly form an across the IT piece of ours.
Shaun Abreu
10:16:12
Thank you for your testimony.
10:16:14
You have another 10 seconds.
Joseph Vaini
10:16:15
I don't think that hard work in New York is should be as to risk overcrowding, sewer and power issues, increased litter, increased crime, slower emergency report time, lack of public parking.
10:16:27
A whole host of other this year.
Shaun Abreu
10:16:28
Joseph, thank you.
10:16:29
