Kirsti Jutila, a retired NYC planner and Flatbush homeowner, expressed support for parts of the City of Yes proposal but opposed three lower density items: transit-oriented development, district fixes, and ADUs. She argued that Flatbush has already produced significant housing and that these changes could destabilize low-density areas unnecessarily.

  • Highlighted that Flatbush produced 1600 housing units in 10 years after its 2009 rezoning

I'm a Flatbush Brooklyn homeowner since 2003, and a retired New York City planner used to work at the Department of City Planning.

I post the entire generic city wide city of yes, but will speak against 3 lower density items, transit oriented development, district fixes, and ADUs.

Other city of yes elements can create housing without these lower density items, which produce a very small increment of new housing over 15 years according to the EIS, yet they deregulate and upzone all low density district city wide.

And Flatbush will continue to produce housing without them.

Flatbush has produced a fair share 1600 units of housing in the 10 years after our rezoning, and our zoning has been updated since 1961.

Our 2009 Flatbush rezoning preserved low density blocks, and while producing those 1600 units, in 10 years.

We have R6a and R7a along with R1 through R3 districts.

But TOD would allow small apartment buildings again in low density blocks where we had disallowed them some years ago.
