Kirsti Jutila, a retired NYC planner and Flatbush homeowner, expressed support for parts of the City of Yes proposal but opposed three lower density items: transit-oriented development, district fixes, and ADUs. She argued that Flatbush has already produced significant housing and that these changes could destabilize low-density areas unnecessarily.
- Highlighted that Flatbush produced 1600 housing units in 10 years after its 2009 rezoning
- Argued against allowing small apartment buildings in low-density blocks that are already 99% built up
- Supported only two district fixes: increasing FAR to 0.75 and dropping the attic allowance in sky exposure plane

Hi.
10:32:09
My name is Kirsty Udala.
10:32:12
I don't see myself on camera, but good evening.
10:32:15
Thank you, chair, and this is canceled.
10:32:17
I'm Miss Flatbush, Brooklyn homeowners since 2000.
10:32:21
Okay.
10:32:21
I'm gonna start my video.
10:32:25
There we go.
10:32:25
Hi.
10:32:27
Hi.
10:32:27
My name is Kirsty Yudala.
10:32:28
I'm a Flatbush Brooklyn homeowner since 2003, and a retired New York City planner used to work at the Department of City Planning.
10:32:36
I post the entire generic city wide city of yes, but will speak against 3 lower density items, transit oriented development, district fixes, and ADUs.
10:32:46
Other city of yes elements can create housing without these lower density items, which produce a very small increment of new housing over 15 years according to the EIS, yet they deregulate and upzone all low density district city wide.
10:33:02
And Flatbush will continue to produce housing without them.
10:33:06
Flatbush has produced a fair share 1600 units of housing in the 10 years after our rezoning, and our zoning has been updated since 1961.
10:33:16
Our 2009 Flatbush rezoning preserved low density blocks, and while producing those 1600 units, in 10 years.
10:33:25
We have R6a and R7a along with R1 through R3 districts.
10:33:30
But TOD would allow small apartment buildings again in low density blocks where we had disallowed them some years ago.
10:33:39
They're 99% build up with no vacant lots.
10:33:43
Why destabilize them when there's untapped housing opportunity to blocks away an hour or sick?
10:33:49
An hour or 7.
10:33:50
It's not outside our district.
10:33:52
It's in our district.
10:33:53
Yes.
10:33:54
So we have next is district fixes.
10:33:58
I support only 2.
10:34:00
To increase f a r to point 75, and drop the attic allowance in sky exposure plane.
10:34:06
Everything else should be off the table.
10:34:08
Get flatbush out of all the other district fixes.
