Peter Estes, a student from Brooklyn, testifies in support of the City of Yes for Housing Opportunity proposal. He emphasizes that while more reform is needed, this is an exciting opportunity to address the housing crisis in New York City.
- Estes highlights that the proposal is not one-size-fits-all and considers differences between low and high-density districts.
- He addresses concerns about parking, noting that developers will still build parking where there's demand and that removing parking mandates can boost affordable housing production.
- Estes argues that the Universal Affordability Preference (UAP) combined with density incentives could be a game-changer for housing production.

Hi, and thank you all.
14:07:57
I do appreciate you being up so late.
14:07:59
And good to do the process.
14:08:02
I might have to move your district council member.
14:08:06
So my name is Peter.
14:08:07
I'm the student living in Brooklyn here to speak in support of Citi.
14:08:10
Yes.
14:08:12
I'll keep it pretty brief and just say that It is yes for housing opportunity as a really massive undertaking, and it's a chance for New York to do something really meaningful.
14:08:21
We need to go further than just this voting reform, but this is an exciting opportunity to make a difference in addressing our housing crisis.
14:08:29
A few things that I think I heard in other people's testimony today.
14:08:34
It's important to note that CDS is not one size fits all.
14:08:38
There was significant thought given to differences between low density and high density districts if you look closely at the plan.
14:08:46
And I think that those are borne out, and it's pretty clear that the amount of homes that are projected to be added even at the higher end in some districts is not significant enough cause any infrastructure problems or exacerbate existing ones, which should be dealt with.
14:09:03
I've also heard a lot of concern of the parking, and I think it's really important to just emphasize the point that developers are still gonna build parking where there's demand for parking.
14:09:13
This isn't preventing them from doing that.
14:09:15
And it will actually or recent studies have shown that removing park parking mandates excuse me.
14:09:24
Removing parking mandates team significantly boost the production of affordable units, increased by, like, 36% in areas where parking requirements were left there according to a Regional Client Association study.
14:09:38
It came out just a few years ago.
14:09:40
It it's also just important that we collectively nudge ourselves towards using public transit.
14:09:46
3rd, UAP, combined with data incentives, is a huge game changer.
14:09:50
We've had UAP in place 10 years ago, It would be like we

had built another year of work of everything.
