Sharon Pope-Marshall, Executive Director of CIVITAS, presented testimony on the City of Yes for Housing Opportunity proposal. She requested modifications to the plan while expressing general support for the initiative to revamp New York City's zoning resolution.

My name is Sharon Pope Marshall, executive director of Cervitas.

Since 1981, Cervitas, as a community of citizens and residents, has dedicated ourselves to improving the neighborhood quality of life through sound, context sensitive urban planning, and sound zoning policy for the community districts on the upper east side as well as El Bario East Harlem, arguably 2 of the densest community districts in New York City.

We thank the Department of City Planning for its Herculean effort to revamp New York City's antiquated zoning resolution with proposals to incentivize and sustained development throughout our city.

We note that the proposal recommends innovative, comprehensive city wide zoning regulations that are meant to alleviate the pressure felt by the highest density neighborhoods and incentivize new residential development in medium and low density communities.

Although, cervitas is in general support of the city of yes, we offer these modifications and we trust that the council will consider them.
