Council Member De La Rosa inquires about HPD's current practices in tracking housing development construction employers. HPD representatives explain the limitations of their tracking capabilities.
- HPD does not maintain records of all housing development construction employers with active projects throughout the city
- HPD's role is limited to projects they finance or those requiring certain housing incentive support
- Other regulatory agencies (e.g., DOB, DEP, Landmarks) are responsible for overseeing and maintaining records for projects not under HPD's purview

Great.

Continuing to ask around the tracking of projects.

the city?
0:13:42
Yes or no.
0:13:44
HPD does not play a role in all active projects across the city, so we would not have a database of that kind.
Carmen N. De La Rosa
0:13:49
Is it a matter of privacy concerns, or is there a reason sort of why you all don't track?
Lucy Joffe
0:13:56
Well, we don't play a role in all of them.
0:13:57
We don't have an active role.
0:13:59
So we would not have the information, and it would result in probably duplicative reporting.
0:14:04
There are other agencies that would be involved in certain aspects that would have more involvement than HPD.

And if I can just so from a if I understand the question, so for HPD Finance Projects, we're maintaining and keeping those records for projects that are not subsidized, but require certain housing incentive support, whether it's zoning or tax payment related.
0:14:28
We have records of how we're working with those projects.
0:14:30
Otherwise, They are working with other regulatory agencies to get the permits that they need.
0:14:35
So whether that be DOB, DEP, landmarks, if they're in a landmark district, there are other agencies that are working to maintain and match and oversee them respectively.
Carmen N. De La Rosa
0:14:46
Okay.
0:14:47
Thank you.
0:14:47
That was actually gonna be my follow-up question.
0:14:49
So you predicted that.
0:14:51
I appreciate that.
