Alex Foard from OTI responds to concerns about the AI Action Plan's effectiveness by explaining the evolving nature of AI policy and OTI's approach to policy development.
- Foard emphasizes that AI governance is a new and complex policy space, with few comparable examples globally
- He explains that OTI is still building out their policy, with intentional sequential steps in the action plan
- The response highlights the importance of understanding the current landscape and gaps before rushing into new programs or policies
- Foard stresses the need to establish values and principles before moving into more concrete policy development in the second year of the plan

Yeah.
0:27:12
That's an excellent question.
0:27:13
So I think it was a couple of things to highlight.
0:27:15
One is that overall, we're all working in a policy space that is still fairly new.
0:27:20
There aren't a lot of examples of governments, if any, that are are readily comparable to us with wholesale governance frameworks that have all of the policy details worked out.
0:27:29
This is something that's still being worked out.
0:27:31
The federal level, state level, and really across the globe.
0:27:34
So it is a complicated and growing policy space.
0:27:38
We are also still building out our policy.
0:27:41
So as you discussed, you know, there's opportunity to build on what we've done so far.
0:27:45
In drafting the action plan, we were very intentional to make sure that the steps are sequential and build off of one another.
0:27:52
We do very strongly believe, for example, that we don't want to rush into sort of creating new programs or policies if we haven't better understood the current landscape and the current gaps.
0:28:02
So we need to be focused on first you know, and foremost, what do we need to know about our current state and time, what are our values that we wanna put forward, what are our principles that we wanna make sure we're out there.
0:28:12
And then as we go into the 2nd year, continuing to build out the policy and the additional steps that we need for for adding government
