Alright.
1:45:25
Good afternoon, Cher Gutierrez.
1:45:27
I'm Brian Lozano, the director of the TechnoIC Foundation.
1:45:30
We recently launched a project called Decoded Futures, which helps nonprofits to adopt AI technologies and better serve their communities.
1:45:37
We provide AI training sessions, hands on learning, and office hours to help nonprofits develop AI literacy and integrate AI solutions into their operations.
1:45:44
AI is being invested in an unprecedented levels by both startups and Fortune 500 companies in New York.
1:45:50
We encourage the agencies looking for new technology solutions to partner with companies developing AI tools and support a local tech workforce.
1:45:57
New York City's regulations on the AI began with local law 49 of 2018, which established a task force to make recommendations on automated decision making systems.
1:46:06
The task force informed protocols that were incorporated in local law 35 in 2022.
1:46:11
Which requires the mayor's office to report an algorithmic tools used by the city.
1:46:15
As reviewed by this task force and written into law, the definition algorithmic or automation decision making tools is crucial ensuring that unphysicicated tools that do not result in decision making are left out of these regulations.
1:46:27
Trading city employees on using AI and the transparency of AI tools is crucial to their success.
1:46:32
New York City released its AI action plan in 2023, which resulted in the city's guidance on AI usage and principles for responsible use AI.
1:46:39
This guidance should be regularly updated as the city learns from its use of AI and the tech as as the technology progresses.
1:46:47
We also do not recommend banning any specific AI use cases.
1:46:50
We recommend instead that the city regulates and monitor AI based on its risk level.
1:46:54
It is important for New York City residents to have insight as to when AI tools are being used by agencies.
1:46:59
And for that reason, technical IC supports introduction 1024.
1:47:03
At the same time, we do not recommend over regulating the city's use of AI tools.
1:47:07
To the point in which company is providing the technology.
1:47:09
We'll no longer want to work with the city.
1:47:11
Thank you for your consideration.
