Lincoln Restler
0:51:26
Yeah.
0:51:27
I and that's actually kind of I wanted to move into that area to ask speaker quite a question.
0:51:31
You know, we looked back on the the work you did back in 2010.
0:51:36
And as you noted, many of the themes that you raised back then are as relevant today as they were back then.
0:51:44
The one of the items you suggested changes around was the composition of the complex of interest board.
0:51:50
And, you know, having capsule appointments to this to coke, budget independence, and kind of building off of what Professor Lane was just commenting on a moment ago, In addition to Koib or perhaps expanding on Koib, are there other independent entities or semi independent entities in in our city governmental structure that we should be thinking about strengthening and making more independent to provide greater transparency and accountability.
Christine Quinn
0:52:21
No.
0:52:21
Sorry.
0:52:22
Khoibez was said, I've often thought that although the council does have appointees to the health and I still say Health And Hospitals Corporation.
0:52:33
I know it's not called that anymore.
0:52:34
But that we have appointments to the health and hospitals.
0:52:37
I don't think they are significant enough in number.
0:52:41
I don't think they end up having enough power.
0:52:44
Health and hospital's board, and I think the chair of the health and hospital's board, given how significant our public hospitals are, should be either an entity that has advice and consent or is jointly appointed, but there needs to and if that couldn't happen, then there needs to be more structure of real cochairs or an executive committee or something that would make the body something different than just kind of this paper framework around a mayoral appointment.
0:53:16
You know, the city planning commission, you can't do because that's not how the process works.
0:53:21
But that's where the questions of scope have to be determined.
0:53:27
You know, I same thing with Landmark's Preservation Commission.
0:53:31
I might you might like to have counsel there, but you can't.
0:53:34
That's why we have to have something else worked out.
0:53:37
We could have greater appointment, in my opinion, and it can make a difference to the economic development corporation.
0:53:44
Because the economic development corporation can be an amazing entity that gets a lot done or kind of a sleepy entity that doesn't really get anything done.
0:53:56
And if it is the latter having more counsel representation or real counsel representation could show that fact and bring it back to life.
