Commissioner Cortés-Vázquez explains the partnership with NYPD, focusing on Chinatown and Upper Manhattan due to increased crime against elderly Asians. She clarifies that while the Comstat pilot project is limited to specific areas, the 27,100 community events mentioned are conducted throughout New York City.
- The partnership with NYPD started in 2022, before the community liaisons program
- Initial focus on Chinatown and Upper Manhattan due to increased crime against elderly Asians

And I I wanted to just ask a couple of questions out of both of your testimonies, but I'll leave it to you all to determine who's best to answer.
0:37:47
But commissioner Cortez Vasquez, you cited, and then I I guess you also cited.
0:37:55
You said it specifically Chinatown and Manhattan North as neighborhoods that the NYPD through an an MOU that you have with NYPD.
0:38:06
And then you mentioned 27100 outreach events.
0:38:10
So I'm just wondering the data that's being used to identify and determine which neighborhoods you're going into Have you reached, you know, every borough, every councilmanic district, let's say, as an example, through those 27100 community events, it sounds like you would have.
0:38:27
27100 is quite a lot.
0:38:29
But just would love to get that on the record.
0:38:31
And then if it's only limited to Chinatown and and No.
0:38:35
Upper Manhattan.
Lorraine Cortés-Vázquez
0:38:36
The the partnership we have started in 2022, with NYPD was before the community liaisons.
0:38:45
Right?
0:38:46
So I wanna be clear with that.
0:38:47
And that was a partnership to look at just the use of comps that data and then how we can then use that data that they were getting on elderly crime victims to then support those older adult victims.
0:39:01
Right?
0:39:03
And what we found was just because we wanted to see a connection between their data and the data we were getting from the ground.
0:39:10
Right?
0:39:11
What we found was and we targeted Chinatown and and that area because there was an increase of prime, if you remember, there was also an increase of prime an increase of prime against Asian elderly.
0:39:25
Right?
0:39:26
So we targeted that, and what we found was that the number was a little overwhelming.
0:39:31
The number of and so we were looking at how many other borrowers or neighborhoods we would target with this Comstat pilot.
0:39:40
And right now, we've just limited the com stat pro project to that.
0:39:46
Shortly after that, we then had the conversation with deputy commissioner Mark Stewart, and then we expanded this notion of the community affairs officer dedicated to older adults.
0:39:59
So that was a way to supplement the services, but I wanna distinguish between the concept of a project.
0:40:08
And the work that's being done across the city with the older adult ecosystems.
0:40:12
And so when we talk about the events, the events are throughout the city of New York.
0:40:17
Alright.
