Council Member Erik D. Bottcher raises questions about NYCHA elevator repairs, specifically asking if the main issue is a shortage of parts rather than personnel. Neil Barofsky, the NYCHA Co-monitor, responds by explaining that parts shortages are not the primary driver of elevator issues and suggests that NYCHA officials could provide more detailed information.
- Barofsky highlights the age of many NYCHA elevators as a challenge, noting that parts for older models are no longer manufactured.
- He emphasizes the importance of expanding preventative maintenance programs to improve elevator performance.
- Barofsky mentions that elevator replacement is ultimately the long-term solution, but in the meantime, enhanced maintenance is crucial.

Hi.
0:49:05
Question relating to elevator repair, and you may or may not have the answer to this question.
0:49:12
But what we hear is that the issue with respect to elevator outages is not necessarily the lack of a personnel to repair the the elevators.
0:49:26
It's a parts issue.
0:49:30
Is that accurate?
0:49:31
And what efforts are underway to ensure that this shortage of parts is addressed, and why is it that Nitra, after all these years, doesn't have an adequate supply of parts on hand for elevator repair.

I think if we're I could tell you what NYCHA has informed us, but I think this is a question that's probably best addressed to NYCHA directly.
0:49:57
I think we I don't think that we've we've heard or found that part shortages is what's driving a lot of the elevator issues.
0:50:07
But my understanding that to the extent that there are difficulties with respect to parts, it's because a lot of these elevators are are so old and are no longer being manufactured.
0:50:17
But NICE has a pretty robust program of salvaging.
0:50:21
It's elevators of fabricating parts.
0:50:24
But I think that I think the the the next panel could probably better address your question.
0:50:29
To ask where the one of the areas where we think that the elevator performance can be improved is by expanding preventative maintenance.
0:50:39
NYCHA has done some pilots of preventative maintenance where instead of just repairing broken elevators.
0:50:45
Right?
0:50:45
You go with the elevators that are still working and doing the necessary work to make sure that they don't go out of service.
0:50:52
But but that's not a part that that is not a parts driven challenge.
0:50:56
That is a resource driven challenge, right?
0:50:58
If you just need more people to do that, then Nitro can currently afford.
0:51:04
But to its credit, it is seeking to expand that program in the next year.
0:51:08
It's a priority that we're working on.
0:51:10
And I think that will be elevator replacement is ultimately the the solution, right, because these are old out of date elevators.
0:51:20
But in the in the meantime, and so that capital comes in and that could be done, really that that type of maintenance is really important.
0:51:26
But on parts, I'm not aware of the issue, but I think it's important to address that to Nitrogen directly.
0:51:31
They can give you some more insight on that.
