Council Member Banks inquires about issues in RAD/PACT converted developments, focusing on resident complaints and NYCHA's oversight role. Brad Greenburg explains NYCHA's monitoring protocols for these properties, particularly regarding lead abatement and environmental hazards.

Key points: - NYCHA has oversight responsibilities in PAC programs and works with developers to resolve issues - A third-party environmental monitoring firm conducts regular inspections in PAC properties - NYCHA reviews documentation and conducts remote monitoring to ensure compliance with federal regulations

That could have been problems.
1:28:16
I have some questions that were presented by council member, Milley.
1:28:21
This particularly deals with the Tapscott Street Rehab.
1:28:26
And I know that's a Rad Pack converted development that's actually going through their phase of construction.
1:28:37
Council wanted to know, does the develop or the fast drive require residents to deconstruct their furniture or cut them in half during renovations?
Brad Greenburg
1:28:50
No.
1:28:50
And she's she can I will say the compliance department?
1:28:54
We we do have a a oversight role with the PAC program, and we work with the developers every day to resolve issues.
1:29:00
So if there's a specific resident that she wants to refer our way, we can we can definitely work with them.
Chris Banks
1:29:08
Some tenants have reached out to an office, and they've been saying that their apartment during renovations have dealt with dust and other environmental hazards.
1:29:18
What is the practice practice when nature moves, residents to hotels?
Brad Greenburg
1:29:24
So this is within the public housing portfolio or the PAC portfolio?
Chris Banks
1:29:27
Right.
1:29:27
PAC.
Brad Greenburg
1:29:27
Okay.
1:29:28
The PAC portfolio, we I can tell you about what we do to to oversee a lot of payment program, which obviously I think is the best hazard folks are most worried about.
1:29:38
So we have very early on.
1:29:41
We created a monitoring protocol for our PAC properties that looks the exact same as our public housing portfolio on the lead of payment side.
1:29:49
So we have a third party environmental monitoring firm that we use who goes out and does regular inspections.
1:29:54
They do inspections of every element of the lead process.
1:29:57
So look at the abatement work, they look at the clearance work, and the dust wipes being taken.
1:30:02
And they make sure folks are using the right containment, taking dust wipes properly to clear the unit, doing a proper visual inspection of any dust hazards, I will say, you know, there's variability, but most of the time, they're finding pretty good results.
1:30:16
And then we also do a remote monitoring as well using documentation.
1:30:20
So, obviously, when you do let abatement at a pack site just like in a public housing unit, you have to produce federally required documents, including a clearance report to show that you've cleared the unit of any dust hazards remaining after the abatements complete, and we review a sample of those reports to make sure that they comply with federal law, have the proper number of dust wipes taken and the methodologies laid out and that the lab results are, they should be.
Chris Banks
1:30:44
Very good.
1:30:44
Thank you.
Brad Greenburg
1:30:44
And we we reported all this publicly.
1:30:46
So if anybody wants to go to our website, you can see in both programs how we're doing on that.
Chris Banks
1:30:52
Okay.
1:30:53
Well, maybe there's specific instances where that, you know, there's a a lack of oversight on behalf of nature.
Brad Greenburg
1:31:00
Yeah.
1:31:00
We also take And if any particular resident has an issue that they're worried about in terms of lead dust or anything else, they can We take complaints through our portal and compliance, but also through my email and other folks email.
1:31:11
So whatever you've got, we we wrap it
Chris Banks
1:31:13
up.
