Neil Barofsky outlines strategies to improve NYCHA's performance on mold and leaks compliance, focusing on measurement, protocols, and training. He emphasizes the importance of developing standard procedures and improving staff skills in mold remediation.

  • Barofsky highlights the need to measure and report on metrics that are not currently being tracked, such as reducing standing water within 48 hours
  • He discusses the development of a standard protocol for addressing leaks, which will enable better data capture and measurement
  • The importance of training in mold remediation is stressed as a key area for improvement and resource optimization

Yeah.

I mean, there's so much work to be done, and there's oh, nature residents are nothing but spirited and resilient and deeply committed to making sure they live in in dignified conditions.

In In terms of in terms of the mold and leaks mold and leaks area, what are the particular strategies that you're all gonna try to pursue to get nitrile to improve their metrics on compliance there.
Neil Barofsky
0:35:36
Well, one of the key areas frankly is that there's even some of these mold and leak metrics that are not yet being measured.
0:35:43
And so one of them, for example, is an obligation to reduce standing water within 48 hours.
0:35:51
And so one of the first things that we did was taking a look at all the agreement metrics and in particular seeing those that are included in the agreement but have not yet been measured and reported.
0:36:02
And that was that was one that that that jumped out at us.
0:36:05
And so as we dug into it, you know, the the the response was the reason why it's not being measured is there's a standard protocol for for leaks that has been under development, but not yet rolled out.
0:36:17
And that's basically the guide book for those making repairs on leaks.
0:36:23
So they know exactly what to do, what are the standard practices and procedures for addressing that.
0:36:28
And once that is launched and it is automated, then you can capture data to measure and report out on on standing water.
0:36:37
So that's a a really important area to, you know, increase Nitrous performance is getting that SP rolled out And then we're gonna have more data to be able to to to measure and and and then remediate.
0:36:52
I think the second key area that we've seen so far is training.
0:36:57
Training is really, really important in mold remediation.
0:37:00
It's an area that we think we there could be significant improvement.
0:37:04
And training is such a force multiplier when you talk about resources.
0:37:08
And for a little bit of what I was discussing earlier, if some if Nitro deploys one of its precious resources, one of its workers to go out and clean up mold.
0:37:18
And it's not done well or effectively or completely.
0:37:22
You've just wasted a resource because somebody else is gonna have to come back and fix it.
0:37:26
And and this, you know, Nitrogen has made improvements here to be to be clear.
0:37:30
Mhmm.
0:37:30
But there's a lot of runway here for for better improvements and better performance by night shift staff, particularly when it comes to training that I think we can help support these numbers.
