When this process got underway several years ago, there was a strong possibility that eminent domain would be used to gobble up parts of Hell's Kitchen.

And under the leadership of our congressman, Jerry Nadler, and my colleagues and the community board and hundreds of other community members, we were able to avoid that entirely.

The Port Authority has met with community board for dozens and dozens of times to collaborate on every aspect of this terminal, right down to the to the design, to the program mix, to the massing and other details, but there are still some points on which we need to reach agreement, such as the need to provide for affordable housing on Port Authority owned property and a solid plan to mitigate the effects of this construction on the surrounding community.

I'm looking forward to discussions with the Port Authority over the next couple weeks regarding these issues.
