Council Member Crystal Hudson inquires about the common conditions of properties where owners have become victims of deed fraud. Jenny Weyel from HPD provides insights based on their current understanding and anecdotal evidence.
- Most evidence is anecdotal at this point, but more data will be collected through the expanded Homeowner Help Desk program
- Common characteristics of affected homeowners include:
- Seniors
- 'House rich' individuals with limited incomes
- Homeowners whose incomes have decreased (e.g., due to retirement)
- Those facing unexpected housing expenses or needed repairs
- Homeowners at some stage in the foreclosure process
- Scammers often target senior homeowners who appear to have financial challenges by looking at foreclosure data

Through the homeowner help desk, we will collect significant additional data about this issue.
1:44:09
At this time, we mostly have anecdotal evidence about the types of, homes and the types of families, the types of homeowners that are affected, that have come up during the hearing today.

So, we know oftentimes it's seniors, it's, homeowners with who are what we call house rich, but who have limited incomes or whose incomes, you know, decrease because they retire, or who have unexpected housing expenses.
1:44:39
So, for instance, who need to, you know, pay for repairs.
1:44:44
And also those that are at some stage in the foreclosure process, because we know that scammers, often look at the foreclosure data to identify senior homeowners that clearly have a network seem to have, appear to have financial challenges and target those specifically.
