Jenny Weyel from HPD explains the concept of cease and desist zones, which are non-solicitation areas established by the state to protect homeowners from aggressive real estate solicitations.

  • Cease and desist zones currently exist in small portions of Brooklyn
  • Recent legislation directed the NY State Department of State to investigate expanding these zones
  • HPD made efforts to inform homeowners and gather testimony for hearings on expanding the zones
  • Council Member Brewer suggests the entire city should be a cease and desist zone

may add, HPD has also been and the administration has been supportive of, the state's efforts to, establish cease and desist zones as council member Osei mentioned.
1:14:22
These are non solicitation zones that the State establishes and administers.
1:14:28
Currently they exist in small portions of Brooklyn, I think in Community Board, 5 and 17.
1:14:36
Governor Hochul signed legislation in 2021 to direct the Department of State, New York State Department of State, to investigate whether more of these zones should be established in Brooklyn, and HPD made a concerted effort to inform homeowners to submit testimony, submit evidence of these aggressive, unwanted solicitations that you are describing, and to to testify at this hearing and as a result of that, a portion of Committee Board, 17 in Brooklyn was designated as a cease and desist zone.

And I do wanna emphasize again that through the work that we're doing with the homeowner help desk, the foreclosure prevention programs that we're offering, we are working across the city.
1:15:45
We're working with homeowners directly.
1:15:47
We're working with family members.
1:15:49
They can get 1 on 1 assistance free of charge on a range of issues.
