Kim Darga elaborates on the substantial regulatory barriers that currently restrict homeowners from creating ADUs. She highlights how these restrictions have impacted the Plus One ADU program and emphasizes the need for addressing these barriers.
- The program was initially limited to single-family homeowners due to zoning and multiple dwelling law restrictions
- Many interested homeowners still faced substantial restrictions under current regulations
- 30% of interested homeowners couldn't proceed due to floor area and lot area restrictions
- 15% were restricted by minimum yard requirements, and 13% by distance between structures
- Additional restrictions included parking and coastal flood risk
- Darga emphasizes that addressing these regulatory barriers is crucial to give homeowners the option to create ADUs

Sorry.

One thing I would just add to what, Steven said is that, you know, what we found is even today, right, we were very clear in advertising the program that it was available to existing, single family homeowners because we knew that the zoning today, creates really substantial restrictions.
0:34:10
And we also know that the multiple dwelling law, creates very substantial restrictions for homeowners converting from a 2 to a 3 family.
0:34:19
So we did actually create some limitations.
0:34:22
Even with that, we got all kinds of homeowners that reached out.
0:34:27
And many of those homeowners still faced very substantial, restrictions within the current regulations.
0:34:36
Floor area, lot area, 30% of those that express interest were not able to move forward because of that.
0:34:44
Because of minimum, yard requirements, 15%, distance between structures, 13%.
0:34:51
And then on a more limited basis, there were some restrictions associated with parking and coastal flood risk.
0:34:57
So it's very clear to us that there is really substantial demand.
0:35:01
But if we don't actually address the really substantial regulatory barriers that exist today, we're gonna continue to prevent owners from having the option.
