Council Member David M. Carr expresses agreement with colleagues regarding OMB's role in the hiring process. He emphasizes that OMB's involvement should be limited to financial decisions rather than substantive hiring choices.
- Carr argues that OMB's role should focus on the city's ability to afford hires, not who to hire
- He states that hiring decisions should be made through the budget process or in response to changing financial outlooks
- Carr strongly opposes OMB making substantive decisions about individual applicants

I just wanna say that I agree with you and what my colleagues have been saying, which is that OMB's role in hiring is about the ability of the city to afford to hire, not who to hire.

Right?

And I I think that's really the key thing here, and that happens through the budget process.

It could happen outside of the budget process if financial outlooks change, but it's, strictly speaking, a financial decision, not a substantive one with respect to whether a particular applicant should fill the role or not.
