If you take, for example, the Department of Buildings alone, you've got all these vacant place all these vacant positions that are delaying economic development projects, construction projects.

If we could get IBO to do an analysis of all of these vacancies and the revenue that the city of New York is losing because OMB is inserting itself where it shouldn't be.
