Council Member Shaun Abreu questions DSNY Commissioner Jessica Tisch and other officials about the contract for on-street containers and the coverage of a proposed bill for building containerization. The discussion covers the scope of the container contract, its potential for expansion, and the number of buildings that would be affected by the new legislation.
- The $7 million contract with Contenur for on-street containers is for 10 years and includes potential for expansion beyond the initial Manhattan Community Board 9 pilot.
- A proposed bill (referred to as the "RAD Act") would require containerization for buildings with 31 or more units citywide, with an opt-in option for 10-30 unit buildings.
- Approximately 40,000 buildings would be covered by the proposed legislation, including NYCHA non-residential buildings.

Commissioner, is the is the contract that DSNY has with Kantenor for large stationary on street containers worth approximately 7,000,000 intended only to serve the on street container program that would run-in Mahan District 9 starting next year, or is the contract more expansive?
1:06:31
In that, it includes the possibility of producing on street containers for buildings in other areas of the city.
Jessica Tisch
1:06:37
So I just wanna be clear.
1:06:38
It's a 10 year contract.
1:06:39
I don't want anyone to get the wrong idea that this is $7,000,000 a year.
1:06:44
It's a 10 10 year contract.
1:06:46
It covers the containers that we would need specifically for the pilot district, Manhattan Community Board 9.
1:06:54
But not but.
1:06:55
And when we bid this thing out, we put we we bid it out in phases.
1:07:02
So we said, phase 1 will be Manhattan Community Board 9.
1:07:07
All the bidders, you give me a cost and a a a model for it.
1:07:11
When he said phase 2 would be additional future expansion.
1:07:17
So if things work great in Manhattan Community Board 9, we do not have to start the contracting process over from step 1.
1:07:25
We do not need to issue a new RFP and go through that year long process.
1:07:31
It will be much more abbreviated given how we chose to manage the procurement.
Shaun Abreu
1:07:39
So this could this this existing RFP can be used for potential pilot expansions and things of that
Joshua Goodman
1:07:45
nature?
1:07:46
Yes.
Jessica Tisch
1:07:46
That's how it was intended.
Shaun Abreu
1:07:48
Alright.
1:07:49
And my other question is regarding Hudson's bill.
1:07:56
Could you please summarize for us how many buildings would be covered by this bill, and what is the breakdown by building type and city agency?
Jessica Tisch
1:08:03
So I love her bill.
Shaun Abreu
1:08:05
I I'm sure.
Jessica Tisch
1:08:07
I call it the RAD Act.
1:08:09
And what the RAD Act will do is allow us to containerize all buildings of 31 units or more city wide, and any 10 to 30 unit building that opts in to do it.
1:08:30
I don't know how many of the 10 to 30 unit buildings yet will opt in.
1:08:36
Although, when we see what happens in the pilot district on community board 9, we'll be able to estimate it better, the city wide wide number, so I can't give you a number right now.
Shaun Abreu
1:08:46
Do you have a number with the 30 plus units that would be covered by this bill?
Jessica Tisch
1:08:52
Funny answer.
Joshua Goodman
1:08:54
Mister chair, the 2 groups together, the 10 to thirties and the 31 pluses, is about 40,000 buildings.
1:08:58
I'm sure we have a breakdown between the 2 and could get it back to you, but all told, it's about 40,000 buildings.
Shaun Abreu
1:09:03
And would NYCHA's nonresidential buildings be covered also?
Jessica Tisch
1:09:06
We do intend to cover NYCHA nonresidential buildings that are not currently containerized.
Shaun Abreu
1:09:11
Alright.
1:09:11
I'm a turn it back over to our chair.
Javier Lohan
1:09:15
Chair, can I just, go back to the question you had before about Manhattan Bill and Grant?
1:09:19
Those are currently on our roll on, roll off service, so they wouldn't be part of the stationary outstriking container of roll off.
Shaun Abreu
1:09:28
Thank you.
