Commissioner Jessica Tisch explains the Empire Bin distribution model for Manhattan Community Board 9. The model includes automatic assignment for larger buildings and an opt-in option for medium-sized buildings.
- Buildings with 31+ units will automatically get an Empire Bin
- Buildings with 10-30 units can opt in for an Empire Bin or choose to use wheelie bins
- The exact number of bins and costs will be determined in January based on opt-ins

Sure.

The way the model works in Manhattan Community Board 9 starting this spring, every building of 31 units or more will get an empire bin assigned to that building.
0:40:04
Additionally, every building in Manhattan Community Board 9 with 10 to 30 units will be allowed to request or opt in to get to use an empire bin.
0:40:17
Or they can say, we don't want an empire bin.
0:40:20
We wanna use a wheelie bin like the 1 to 9 unit buildings in our district.
0:40:25
That's why I can't give you an exact cost or an exact bin number because I don't know how many of those 10 to 30 unit buildings are going to opt in.
0:40:36
What I can tell you is we will know that number in January.
0:40:40
And as soon as we have that number, we will both provide it as well as the cost associate the the more specific cost associated with Manhattan Community Board 9.
