Council Member Abreu inquires about DSNY's protocol for handling organic waste that freezes and sticks to brown bins during cold weather.
- DSNY First Deputy Commissioner Javier Lohan responds that frozen waste is not a significant problem
- Sanitation workers typically pull out bags when possible
- Workers can report specific issues to 311 or their local districts if problems arise
- Overall, DSNY does not have a formal protocol for this situation as it's not a common occurrence

And my last question, there may be times when temperatures temperatures drop below freezing on the night prior to collection, and organic waste that is set out freezes and sticks to itself in the brown bin.

Does DSNY have a protocol in place that sanitation workers can follow when this happens?
Javier Lohan

I can take that.
1:52:05
We really don't count to much of that.
1:52:06
A lot of the sanitation workers will just pull out the bags whenever they can, but, you know, they could report that to 211 or their local districts if they find a specific problem.
1:52:14
But, generally, we don't have that kind of problem.
