Council Member Julie Won inquires about resources for small BIDs, potential changes in DSNY service levels, and timeline concerns for BID compliance with containerization requirements. Deputy Commissioner Joshua Goodman addresses these issues and Chair Abreu is mentioned.
- Discussion of potential SBS grants for small BIDs in less privileged areas
- DSNY does not plan to reduce service levels as part of the containerization program
- DSNY open to discussions about additional pickups if necessary
- Concerns raised about the timeline for SBS grants and BID compliance by 2025
- Acknowledgment of the need for further conversations on these issues
Julie Won
1:25:53
Okay.
1:25:53
Will the city provide resources for small bids and, in less privileged areas?
1:25:59
If so, will we talked about how we're gonna work with SBS for our grants.
1:26:03
Is DSNY planning to reduce the levels of services as part of this program?
1:26:08
No.
1:26:09
If not, will additional DSNY pickups occur given the concentration of waste and limited capacity in each container?
Joshua Goodman
1:26:15
Well, we'll look at what's necessary, and, you know, I mean, the the point is to not leave the trash out there.
1:26:19
So, if it we we are not confident from our analysis that additional service is necessary.
1:26:25
But if there's an area where that is part of the approach, we're happy to have that conversation.
Julie Won
1:26:29
And if a bid is not able to comply and they're forced to suspend supplemental sanitation services, will DSNY provide additional collection services in those districts that bids, opt out of
Joshua Goodman
1:26:41
DSNY is not forcing anyone to suspend its supplemental sanitation services.
1:26:45
I do not anticipate that there will be any issue with those services continuing as long as the bid does want to continue to offer them.
Julie Won
1:26:53
Okay.
1:26:53
Last question is for the SBS grant, you know, we're about to embark on a new budget process starting January.
1:27:01
That means that even if we are able to negotiate this funding for the SBS grant to go to small businesses for the bids to be able to comply to the purchasing of containers.
1:27:12
That's not going to be until June of 2025.
1:27:16
And once the capital funds are released for them to purchase and for the orders to be placed, I fear for the time line that we have for, 2025 that you have for the bids.
1:27:25
So I just want to make sure that we are having those conversations, and I'm gonna turn it back to chair Abreu.
