My name is Lynn Schulman, chair of the New York City Council's Committee on Health.

Today, the committee will vote on introduction 10 18 a, sponsored by council member Brannon and myself, which would prohibit the sale of dogs and cats in retail pet shops and will align the city's administrative code with the statewide prohibition on the sale of dogs, cats, and rabbits in pet stores, which goes into effect December 2024.

Before we start, I wanna dedicate today's vote to former council member Paul Vallone who unexpectedly passed away earlier this year and who was an especially devoted animal advocate.

Animal welfare is a fundamental aspect of our community's health and compassion.

This past September, we held a hearing on the state of animal rescue in New York City and heard from a number of dedicated organizations and passionate animal welfare advocates.

As chair of the health committee, I am committed to making sure that the city is taking the welfare of our animals seriously and passing introduction 10 18 as a step in that direction.

The unregulated sales of animals in our city not only perpetuates animal cruelty, but can also pose public health risks.

In conclusion, I would like to thank the dedicated animal welfare advocates, ACC, the mayor's office of animal welfare, and the many organizations and individuals who attended our September hearing to make their voices heard on this issue.
