Council Member Kevin Riley details the three parking zones proposed as part of the modifications to the City of Yes initiative. These zones are designed to address varying needs for parking across different areas of New York City.
- Zone 1: Parking requirements fully eliminated for new buildings in areas with good transit access
- Zone 2: Significantly reduced parking requirements for multifamily developments, maintained for 1-2 family homes
- Zone 3: Modest reductions in parking requirements, mostly maintained as they are today
- Certain developments (e.g., office to residential conversions, ADUs, TODs) exempt from parking requirements in all zones

We are recommending that 3 different parking zones be created.
0:23:29
Zone 1, where parking requirements will be fully eliminated for newly new buildings will apply to neighborhoods that have very good access to transit, low commute times, and higher shares of commuters to Manhattan.
0:23:45
Manhattan's south of 96th street is already excluded from any parking requirements.
0:23:50
This zone will now include community districts 9, 9, 10, and 11 in Manhattan, 12 in Queens, and most of western Queens in Brooklyn Community Districts 1, 2, 3, 4, 6, 7, and 8.
0:24:09
In addition, existing buildings in zone 1 will be able to remove parking through the proposed city planning commission.
0:24:17
Zone 1 will lift parking requirements for the most people of any city in the United States.
0:24:24
Zone 2 will cover areas of the city with access to public transit, but different commuting patterns than zone 1.
0:24:32
And in that families in zone 2 commute less into the in Manhattan for work than families in zone 1 and depend more on a car.
0:24:40
In zone 2, parking requirements for multifamily developments would be significantly reduced for current levels while parking requirements for 1 to 2 family homes will remain in place.
0:24:53
Finally, in zone 3, areas beyond other geographics oh, yeah, geographies.
0:25:02
I'm getting tired right now.
0:25:05
With great car dependencies, parking requirements would only would be only modestly reduced and mostly maintained as they are today.
0:25:15
In all three zones, certain types of developments that might be infeasible if parking were to be required will be exempt.
0:25:22
These include office to residential conversion and ADUs, as well as TODs and town center districts of less than 75 units.
