Deputy Commissioner Barbera explains the technical limitations of the legacy e911 system, particularly regarding call takers' ability to handle both voice and text communications simultaneously. This discussion highlights the challenges in implementing text-to-911 services with the current system.
- The legacy e911 system is over 20 years old
- Call takers can only be logged into either a voice queue or a text queue, not both simultaneously
- These limitations necessitated the implementation of an interim text-to-911 system

In order to implement an interim text to 911 system, before next generation 911 was completed, there were very technical limitations of the legacy e 911 system, which is over 20 years old, where a call taker cannot be logged into the text and voice queues to handle incoming calls for service at the same time.
