Council Member Kalman Yeger questions Ilya Bratman about an incident at Baruch's Hillel, focusing on the public safety response. Bratman confirms he was present and notified CUNY public safety, but their response was complicated by confusion over property boundaries.
- Public safety had difficulty determining where CUNY property ended and city property began
- Protesters were covering their faces, but public safety did not ask them for identification
- Bratman highlights inconsistencies in CUNY's application of time, place, and manner restrictions

Thank you, mister chairman.
3:55:21
Mister Brown, were you, were you present, on the at Baruch's Hillel on the day that, that incident that the chair was talking about earlier today?
Ilya Bratman
3:55:29
Yes.
3:55:29
I was present at all of the incidents at Burrow College.
Kalman Yeger
3:55:32
And and on that day, did you notify CUNY safety, public safety that Absolutely.
3:55:38
What was their response when they arrived?
Ilya Bratman
3:55:40
I mean, they, often arrive and they they deal with the situation to say there's 2 different things that they they tell us.
3:55:48
1 is, there's a big discrepancy about where is city property and where is us.
3:55:54
Right?
3:55:54
Where where does it, the city start and where, is the public, like, the school?
3:56:00
We don't they don't know the exact location.
3:56:02
And so there's some feat that, is still Baruch College and other is is not.
3:56:08
So that becomes a a problem for them to define exact and that's the time, place, and manner story that we always talk about.
Kalman Yeger
3:56:14
When, the people who were in front of, the hill that day, were they covering their faces?
Ilya Bratman
3:56:21
Absolutely.
Kalman Yeger
3:56:22
Did did you notice if the public safety people asked them for ID?
Ilya Bratman
3:56:25
Absolutely not.
3:56:26
And that's been the biggest time, place, and manner negation.
3:56:31
Right?
3:56:31
They they say or they maybe claim that that was the rule that they changed.
3:56:35
And, by the way, that's the biggest problem that I heard from the today's testimony from our friends at CUNY who said that they can't change time, place, and manner restrictions, but they sell they did do it.
3:56:47
The city college itself put in new time, place, and manner restrictions, but and so did Brooklyn College.
3:56:54
And we know that multiple times they haven't been able to actually address these changes.
3:56:59
For example, last week in Brooklyn College, at the donor reception, these, agitators came inside the campus, inside the donor reception, yelled and screamed at the donors and folks who were there.
Kalman Yeger
3:57:12
The donor the donor reception at Hillel?
