Council Member Julie Menin pressed Chancellor Felix Matos Rodriguez for specific examples of changes to protest policies at CUNY campuses. Rodriguez provided limited information about changes at specific colleges.
- Menin asked about changes to protest locations and policies
- Rodriguez mentioned that some colleges, like Queen's College, designated specific protest site.
Julie Menin
1:35:59
For okay.
1:35:59
Let me be more specific.
1:36:00
For example, did you say that there cannot be protests, for example, in front of certain buildings?
1:36:07
Did you move, locations of protest?
1:36:10
Did you make reasonable time, place, and manner changes in light of October 7th?
Felix Matos Rodriguez
1:36:15
In in it varies by campus.
1:36:17
Right?
1:36:17
Because our campuses have different
Julie Menin
1:36:19
Can you give me one example of a reasonable time, place, and manner
Felix Matos Rodriguez
1:36:22
change that
Kayla Aaron
1:36:23
you need?
Felix Matos Rodriguez
1:36:23
College, for example, made it clear that there's, like, 3 sites on the campus where, you could, protest.
1:36:31
I mean, you could also appeal that.
1:36:33
Right?
1:36:33
But
Julie Menin
1:36:34
How did that differ from before October 7th with regard to the college?
Felix Matos Rodriguez
1:36:38
They were just clarifying, the the areas.
Julie Menin
1:36:43
Okay.
1:36:43
So, again, I think my question is pretty basic.
1:36:46
I'm looking for specific examples of time, place, and manner changes.
1:36:50
If you wanna send that in the letter that we're asking you to send by the end of the week, that's fine.
1:36:54
But I just really wanna understand because that's really incredibly important.
1:36:58
We obviously want students to have the right to peacefully protest.
1:37:01
We're not saying they shouldn't, but we wanna make sure, conversely, that we are not in any way endangering other students at the same time.
Felix Matos Rodriguez
1:37:11
Absolutely.
1:37:11
And what what, I guess, I could answer depending on the event, how each campus address that depending on what the student or other group came to the campus to do that.
1:37:23
But that is regularly done.
1:37:24
And in some cases, they said, you know, you cannot do this in this space, you can only do it with so many reasons.
1:37:30
So that happens on an ongoing basis in the campus.
1:37:33
What we did at the beginning of the year is to clarify what the process is for each campus to be able to do that.
1:37:38
But that is happening all across the campus and I can in each campus, talk about different events in which the campus exercise that judgment precisely to get to that balance that you identify.
