Council Member Selvena N. Brooks-Powers engages in a discussion with Eric Beaton from the Department of Transportation regarding the staffing and budget implications of Intro 1131. The conversation reveals a discrepancy between initial information provided by DOT and estimates from the Office of Management and Budget (OMB) about hiring needs.
- DOT clarifies that they would need to hire one person at $67,000 per year to support the bill's implementation.
- The first-year cost is estimated at $317,000, with a four-year total of $518,000.
- The discussion highlights the importance of understanding financial impacts of proposed legislation, especially in light of new rules following the last election.

Thank you.
1:50:39
I just wanna circle back to my question about the staffing on my bill, intro 1131.
1:50:45
I know you said that you would just use internal staff, but, I was just updated that OMB has indicated that DOT would need to hire a staff person, so that kinda contradicts what I just heard.
Eric Beaton
1:50:59
Yeah.
1:50:59
I think we would hope to to sort of backfill you know, we'll have to take someone off of other work to to be able to support the bill.
1:51:07
We would wanna hire someone to fill the role that that person was doing.
1:51:12
What I really mean is that we, you know, it can take a long time to hire someone.
1:51:17
We don't think we would need to wait for that person to start to be able to work on the task force.
Selvena N. Brooks-Powers
1:51:22
Okay.
1:51:22
Because it's important, as you know, especially with the new, I guess, rules after the last election, we need to, like, understand what the financial impacts will be with these legislation items that we consider.
1:51:36
So it looks like you get an update.
Eric Beaton
1:51:40
Yes.
1:51:40
So so in in the in the fiscal impact statement, we estimated that, we we would hire 1 person at $67,000 per year.
1:51:49
And then there would be, we think, you know, potentially some data collect additional data collection or consultant work.
1:51:55
So the the 1st year cost would be 317,000, all in expense, or a a 4 year total of 518,000.
