In order to implement this bill, the agency would need to set up, a new unit responsible for licensing and registration.

That would start with the creation of a new IT system, mirroring the kind of expansive IT systems that the New York State DMV currently has, as well as hiring of significant staff, to set up the procedures and processes, for processing applications and renewals, as well as doing a tremendous amount of outreach, to e bike owners, across the city to make them aware of these new requirements.

As my colleague mentioned earlier, I believe over the 1st 4 years we would expect, that this would cost $19,000,000 in in expense and an an additional, $6,000,000 in capital.
