Ally Ryan, a mother and advocate, testified in support of legislation to register and insure e-bikes. She shared her experiences as a cyclist and expressed concerns about the lack of enforcement of traffic rules for e-bikes. Ryan also provided specific recommendations for legislative actions.

My name is Ally Ryan.

I'm Virginia's mom and I have been advocating for this legislation as well as state legislation to register and to insure e bikes for several years.

And I constantly talk about how I'm a mom and so I asked my daughter to come today to experience what it's like engaging with government.

And so but I want to talk about I actually have been a bicyclist from the mid two thousands.

I do because I've run for city council before, I actually do follow the rules of the road.

I grew up participating in critical mass and saying we are traffic.

In the Bloomberg administration I had friends who were, got tickets for going through red lights.

It's a mayoral issue.

It depends, under de Blasio and under Adams, no one's been a gotten a ticket for going through a red light.

So when Jumaane Williams and Commissioner Rodriguez advocate that it's okay for delivery workers and migrants to break the law, e bikes accidents are low because there's no category in the NYPD and the DMV software system.

So legalizing e bikes back in 2020, it's been 4 years, they've created unforeseen consequences that need to be corrected.

1, you need to pass Priscilla's law.

Number 2, don't pass intro 1131.

We don't need another task force.

Instead of Brad Hoylman's law, use senator Amdabo's law, s s 9208 with a companion bill by assembly member Jennifer, Rajkumar, a 9114.
