Carrie Michaels, a steering committee member of NYC EFSA, testified in support of Intro 606 (Priscilla's Law). She shared her personal experiences of being hit by e-bikes and expressed concerns about the safety of cyclists and pedestrians in New York City.
- Criticized DOT Commissioner Ydanis Rodriguez for leaving the meeting and not addressing safety concerns raised in previous meetings
- Argued that e-bike safety issues are not related to discrimination, citing the majority of Lyft Citi Bike users as white
- Called for increased safety measures and enforcement for e-bike and Citi Bike riders, particularly on the Hudson River Parkway

It's very important to me that I continue to do this.

And I'm a victim of 2 e vehicle, experiences of e vehicle violence.

I was hit twice by 2 different e bikes, 1 in the park and 1 in front of my house.

The one in the park I was cycling and, it was pretty severe.

I was in the emergency room for 7 hours.

I suffered a lot, like many people have here today.

I don't need to expand on my victim story other than to say that.

I, of course, am in support of Priscilla's Law 0 606.

What I wanna mention, beyond this is that it is for me, and he's no longer here, it's unconscionable to me that Adonis Rodriguez left the meeting, and we as a group met with him over a year and a half ago, DOT.

We met with him over a year and a half ago expressing many of these concerns with suggestions as we have to improve safety.

None of this has to do with any sort of discrimination and the reason I say that is because as a cyclist, I wanna continue cycling.

It's extremely difficult to cycle now even in the park.

It's hazardous, it's dangerous, especially on the Hudson River Parkway.

To the point of discrimination, Lyft Citi Bike, the majority of Lyft Citi Bike users and riders are white.

I'm almost hit by these people every day.

It has nothing to do with race or profiling.

We've contacted Lyft many times, including Gail Brewer's office.

We've reached out to her, including Eric Batcher's office, trying to get a meeting with them to talk about safety and enforcement and regulation for their egregious riders, headphones going the wrong way through the crosswalks, injuring people, killing Priscilla Loke.
