Chris Ryan, a cyclist, dad, vehicle owner, and commercial driver, testified in support of Intro 606, emphasizing the need for accountability in e-bike usage. He argued that license plates for e-bikes would help identify those involved in accidents and prevent reckless behavior.
- Stressed the importance of stopping after accidents, which he claims many e-bike riders fail to do
- Suggested that delivery workers should have identifiable numbers or license plates as they are operating commercially
- Criticized opponents of the legislation as "paid lobbyists" and urged the City Council to listen to seniors and voters instead

Hello.
7:08:19
My name is Chris Ryan.
7:08:20
I'm a cyclist, a dad.
7:08:22
I'm also a vehicle owner and a commercial driver.
7:08:24
So I emphasize with all positions being stated here.
7:08:31
But I'd say the basic problem is, and we've heard all these horrific stories, is that when the accidents occur, people don't stop.
7:08:40
Whether it's delivery guys, professionals, young privileged youth on city bikes, they don't stop.
7:08:47
If we if they did, if they acted like responsible people and had any accountability or morals or conscience, we wouldn't all be here.
7:08:55
So we are here because we need accountability.
7:08:59
What works with cars is license plates, and you can identify them and track them down.
7:09:05
This whole anonymity is just not working.
7:09:08
I do not want I would like to get an ebike someday.
7:09:11
I do not wanna have to go get a license plate.
7:09:14
But if need be, we all need to, do our part to just make sure that when the old lady is hit and cracked and doesn't have the money, that there's someone that she can take to court or someone can have some accountability or the act accident is prevented because they know accountability will occur.
7:09:32
So you don't act reckless.
7:09:33
You don't act like a crazy person out there.
7:09:36
I have a commercial driver's license.
7:09:38
These guys riding the delivery bikes, they're commercially working out there.
7:09:42
They need something they could lose.
7:09:44
They need to have numbers on their backs.
7:09:46
They need to have the license plates.
7:09:49
They're just cheap labor.
7:09:50
We don't need everything delivered.
7:09:52
This is another COVID leftover like the restaurant sheds, which we should try to get rid of as much as possible.
7:09:58
But that said, we're gonna have ebikes and delivery of the future, so we need to just use some common sense and just get back to sanity.
7:10:06
And these paid lobbyists keep trying to turn this into cars and racism and just it's tired.
7:10:12
Get over it.
7:10:12
City council, please do not listen to these people.
7:10:15
They're well funded narcissist fool morons.
7:10:19
Listen to your seniors, your
UNKNOWN
7:10:21
Thank you.
7:10:21
Your time's expired.
Chris Ryan
7:10:22
And voters.
7:10:23
Thank you.
