Hi.
7:15:14
I'm Janine Pantchakberry, and I support intro 606, Priscilla's Law and e vehicle registration and licensing.
7:15:20
I'm a biker.
7:15:21
I biked all over the city with Citi Bike and with my pedal bike.
7:15:24
In 2022, I was biking with my pedal bike on the Riverside bike path when I was hit by an upright e scooter.
7:15:30
The rider was going about 30 miles per hour downhill.
7:15:33
My jaw broke and my mouth wouldn't open.
7:15:35
My nose broke.
7:15:36
There was blood everywhere.
7:15:37
And then another e biker came down the same hill also going about 30 miles per hour and yelled at me to get out of the way.
7:15:44
The woman who hit me fled after she realized she was at fault.
7:15:47
I had 5 titanium plates implanted into my head.
7:15:51
After the hospital, with my eyes still in stitches, I wanted to report the incident to the police because the woman who hit me fled the scene of the accident.
7:15:58
I called 2 precincts, The 24th where I live and the 20th where the accident occurred.
7:16:02
Both precincts told me it was the 6th day after the accident, so it was too late to write a report.
7:16:07
I told them I was in the hospital, but it didn't matter.
7:16:10
They also said that I left the scene of the accident too, but I left by ambulance.
7:16:14
I had double vision for 4 months, and then I had to have surgery again in March 2023.
7:16:19
I was out of work for over 6 months.
7:16:21
One titanium plate was screwed into the nerves of 2 of my teeth.
7:16:24
Every time I brush my teeth or eat crackers, it hurts and re aggravates the nerves.
7:16:28
When I to my 6 month old baby, my mouth hurts because the plate vibrates.
7:16:34
The nerves are forever damaged, and I couldn't fully feel this side of my face again.
7:16:39
My quality of life is also diminished because I'm afraid to bike again.
7:16:42
Eveccles ride the wrong direction down bike paths and run red lights.
7:16:46
And when I walk, eveccles also whiz past me on the sidewalk, run red lights, or ride the wrong direction down the street.
7:16:52
I've almost been hit again several times.
7:16:54
I also watch out for cars, but we have no accountability for ebikes.
7:16:57
In contrast to the many layers of laws we have to protect pedestrians and bikers from cars, we need accountability to end the chaos.
7:17:05
Evecles are heavy and go faster than the 25 mile per hour speed limit for cars in the city.
7:17:10
I own an upright e scooter and ride ebikes.
7:17:13
They go 30 miles per hour.
7:17:14
I support licensing.
