Karen Phillips, an octogenarian, expresses her support for the proposed legislation requiring visible licenses for bicycles. She describes her fear of being hit by cyclists who disregard traffic rules and pedestrian safety.
- Phillips recounts near-miss experiences with cyclists who don't stop for pedestrians and behave recklessly.
- She emphasizes the need for accountability, suggesting that visible licenses would help identify cyclists involved in accidents.
- While acknowledging that police may not actively enforce traffic violations, Phillips believes licensing would aid in catching offenders after incidents occur.

Good afternoon.
4:25:49
My name is Karen Phillips and I want to thank you all for holding this hearing.
4:25:55
I'm very lucky.
4:25:57
I'm in into my eighties and I have not been hit by a bicycle, but I am terrified.
4:26:05
I look both ways.
4:26:07
I swivel my head both ways every single time I cross the street.
4:26:13
I've been pretty close to being hit practically every single time that I get out of the house.
4:26:23
Their bicycles come not only down the street, but they do not stop when you clearly have the walkway.
4:26:32
They will come up and they will I remember even seeing this guy sneering at me as he was coming up, and then at the very last minute, he would swerve behind me.
4:26:43
There is not only impunity, but they really feel that they own the universe.
4:26:52
And I think that the only way is to I don't expect the police to be chasing down somebody who passed a red light.
4:27:01
I think that that's not gonna happen, but I do want when somebody gets hit, that there is some way to catch them.
4:27:09
And I think that that we can only do that if we have visible licenses and I thank you so much for how holding this bill and I do hope it passes.
4:27:24
Thank you.
