There have been many legitimate concerns and heartbreaking stories in today's meeting and testimony, but, unfortunately, intro 606 will not address them.

It will not actually make our streets safer.

What it will do is introduce an enormous bureaucratic hurdle for a huge number of people who just want to ride a bike and a needless expense for the city in trying to enforce a misguided scheme.

As many on here have said, the most dangerous behavior that this bill purports to address, running red lights, going the wrong way, riding on the sidewalk, is already illegal and can be enforced without licensing should NYPD actually choose to do so.

The most dangerous small vehicles, mopeds, already require a license to operate, though they are frequently operated without one.

The fact that these existing laws are not being enforced shows how ineffective licensing will be at improving safety since it will rely upon the same NYPD enforcement that is not present now.

Many people who have testified today have said that even when they've gone to the police, even when suspects have been apprehended, nothing has been done.

Sadly, intro 606 will not change this.

If the goal is to actually improve the safety of our streets and bring order to them, we need to prioritize infrastructure.

When bike lanes go in, you see a dramatic reduction in bikes on sidewalks, and you see crashes come down.

There have been questions about what to do at corners, daylighting.

When pedestrians are given more space at corners, ebikes, and even more importantly, cars, strike fewer people.
