Evening, chair.
5:39:11
My name is Roxanne Delgado.
5:39:13
I'm the founder of Friends of Pelham Parkway, it's an environmental social social justice group in the Bronx of Pelham Parkway.
5:39:19
Now, I wrote 2 op eds for The Bronx Times dated on November 21, 2022 and June 19, 2023 because this issue has been plaguing our community for years now, ever since it was a pilot in Northeast Side Bronx phase 1 and phase 2.
5:39:34
Now regarding what I've been hearing for the past, I guess, 8 hours, car versus, e scooters, the difference is that cars are not being driven on sidewalks.
5:39:43
That's the main issue Because the issue we have in Pelham Park is sidewalks.
5:39:48
The mostly the sheer e screws are being driven or ridden by underage kids, not only endangering themselves, but endangering others because they're being ridden on sidewalks.
5:39:56
On sidewalks, we don't have traffic lights.
5:39:58
On sidewalks, we don't have signage to say to year to pedestrians.
5:40:01
This is basically, a Wild Wild West and a Pelham Parkway.
5:40:05
And secondly, I'd like to ask the the chair, please, even though you support the spirit and that, Rodriguez, the commissioner supports intent, We have been here for 8 hours.
5:40:16
I lost a day of wages to be here at work, and I am poverty stricken as most of the people in my community are.
5:40:23
And I ask, even if you don't, support 6 Priscilla Law, at least give it a vote.
5:40:27
Don't allow it to languish in committee for another 3 years because I can tell you this is the majority.
5:40:33
The community, actually, the, that's one of the founders of ESA came to Palm Parkway to to present this, this, proposed bill to our community, which is majority black and brown people.
5:40:43
And the majority said that they want safety because they want safety, as well as immigrants.
5:40:48
Why?
5:40:48
I don't know why they bring immigration to this, but immigrants also deserve safety because they're mostly uninsured.
5:40:55
This does not only impact the person that is injured.
5:40:57
It impacts the family that relies on the bread provider that loves them, their colleagues, neighbors who cry in tears about Priscilla because they're they lost someone.
5:41:05
It's not just the person that died, but the person they leave behind or the the community that they they leave behind.
5:41:11
And I ask you please to let to provide this a vote on it.
5:41:14
Do the right thing for the community.
5:41:15
Thank you for your time.
