Stephen Baumann, an 82-year-old retired research and development scientist, presented an analysis of 12 years of publicly available data from MV 104 reports, breaking down traffic injuries and fatalities by city council district. He argued that the proposed e-bike legislation would have minimal impact on overall pedestrian safety compared to focusing on motor vehicle-related incidents.
- Baumann's analysis showed that 70% of injuries were to motorists, while 51% of fatalities were pedestrians.
- He pointed out that 96% of pedestrian crashes and 98% of pedestrian deaths were due to motor vehicles.
- Baumann argued that even if the proposed e-bike legislation were 100% successful, it would only reduce fatalities by 2%, whereas a 10% effective education program could result in a 9% reduction.

I'm Stephen Baumann.
6:03:28
I'm an 82 year old, retired, research and development scientist.
6:03:35
I, wanted to look at the numbers because I've seen so many, things around, and I've, essentially, broken the last 12 years' worth of data that's publicly available on the open database from the MV, 104 reports down to figure out what it is and broken it down by, city council district.
6:03:57
Essentially, there have been about 600 k, citywide numbers in terms of injured and 3 k, killed.
6:04:08
It breaks down as follows.
6:04:09
70% of the injured were motorists.
6:04:13
Only 40% were killed.
6:04:15
8% cyclists, 9% cyclists were killed.
6:04:19
19% of the injuries were pedestrians, but 51% were those of the, killed.
6:04:25
The point is, despite what has been said, the license, on a car is not what has, reduced the death toll.
6:04:34
It's shoulder harnesses and a lot of other things.
6:04:37
The point is with regard to examining single incidents, with regard to, cause of pedestrian crashes from the, published data, Essentially, 96% of the, crashes were due to motor vehicles, 98% were due to, of deaths were due to, pedestrian deaths were due to motor vehicles.
6:05:01
What this means is the following.
6:05:04
Suppose the, the proposed legislation, were 100% successful, it would only include 2% of, the accidents.
6:05:16
So 100% success rate means a 2% gay gain or reduction in fatalities.
6:05:22
Whereas if, what was proposed for education and so forth were 10% effective, it would mean a 9% gain.
