Hello, council members.
6:07:47
I'm here as a Park Slope resident of council district 39, a dense and heavily biked area and neighborhood, to testify against intro 606.
6:07:56
E bike registration has been shown to be ineffective as a means of reducing pedestrian violence.
6:08:03
It is extremely expensive to enforce to the tune of costing 19,000,000, and this is a conservative estimate.
6:08:10
Cities across the country have repealed their your their e bike registration programs due to how vastly useless they are with low registration, high levels of bureaucracy required, and no real reduction in harm.
6:08:23
Council member Holden has repeatedly cited cities that have repealed these laws due to how ineffective and expensive they are to administer.
6:08:32
This proposal gives the NYPD allowance to pull over any bike rider for any reason regardless of an infraction that was witnessed.
6:08:40
That that is by definition stop and frisk.
6:08:43
We already have a litany of statistics that stop and frisk laws disproportionately target brown bodies.
6:08:50
I am filled with dread at the prospect of giving the NYPD more power to do more of the same.
6:08:56
There actually exists effective ways of getting e bikes off of the sidewalks and reducing, pedestrian violence.
6:09:04
Protected bike lanes and day lighting, which is increasing visibility at crosswalks and intersections by removing obstacles and increasing lighting.
6:09:12
They have been shown by DOT and other transportation organizations to be very effective.
6:09:17
This proposal is not that.
6:09:21
Recklessly passing a law that has been repealed or ineffective in every city it's been passed in to do to just do something when it's unclear how 606 actually will lead to enforcement is dangerous.
6:09:32
Many of the cases talked about today were identification identification was successful.
6:09:38
The NYPD declined to seek further legal action.
6:09:41
But let's pass legislation that actually fixes this.
6:09:44
I want to thank the council for their time and patience today, and I want to urge you to decline this proposal.

Thank you.
