Council Member Brooks-Powers inquires about how Vision Zero captures data on e-scooter and e-bike violations. DOT officials explain the data collection process and enforcement efforts.
- Vision Zero now incorporates data related to traffic violence involving e-scooters and e-bikes
- NYPD includes this data in their weekly reviews of traffic statistics
- DOT collects comprehensive crash data, including vehicle types involved and injury severity
- NYPD has seized almost 20,000 illegal vehicles (larger, heavier mopeds) year-to-date
- Over 33,100 summonses have been issued for unsafe riding by e-bikers and moped operators

And just totally in between the bill that bill and street safety and enforcement, Vision 0, with Vision 0, DOT and NYPD compile data as it pertains to, for example, move in summonses.
1:20:56
And so considering that escooters, ebikes are relatively new, not so new as someone told me the other day, but relatively new.
1:21:09
Does Vision 0 capture currently these type of violations or movements with ecooters and ebikes?
Ydanis Rodriguez
1:21:23
Yes.
1:21:24
And and and as you know, this administration is the first one, that was is also now being incorporated in the data related to traffic violence.
1:21:35
As the NYPD, every week, they go through their own stacks of data.
1:21:40
So the fact that mayor Adams include those data or traffic, a a a a traffic violence in the NYPD when they go every week.
1:21:54
Talk about how critical, how important it is for this administration to look at any traffic violence at the same level.
Selvena N. Brooks-Powers
1:22:01
And and when they're looking at it, is it in terms of when they are the victim or when they are the ones that have committed the offense?
1:22:08
Will.
Will Carry
1:22:09
Thank you, council member.
1:22:10
It's an important question.
1:22:11
So we do a lot of data collection on the crash side.
1:22:15
So numbers of crashes, the types of vehicles involved, was there an injury, was the injury severe and was there a fatality and what is the exact circumstances of that crash.
1:22:24
So we work closely with our partners at NYPD to compile all those numbers.
1:22:28
And then NYPD on their own, of course, is doing their enforcement actions.
1:22:33
And as the commissioner mentioned in their testimony, they've, year to date seized almost 20,000 illegal vehicles.
1:22:40
These are the larger heavier mopeds, often without plates, often without vehicle identification numbers.
1:22:46
And they've issued over 33 100 summonses for unsafe, riding by e bikers and, moped operators.
Ydanis Rodriguez
1:22:56
And and and, Gerard, one thing that I want to highlight how we've been able to have assembly a great team at DOT with a lot of expertise.
1:23:05
You know, the good things about this agency is not commissioner can come and go.
1:23:10
But the level of retention that this agency have, the level of this agency to attract great talent to individual.
1:23:17
Like right now, we have a Aaron Lafargeur, who used to work at the DA, who decide to move from be working at the DA to now be leading our Vision 0, working with Anne Marie that been working at DOT for more than 20 year in the whole thing.
1:23:33
So when we come to data, we don't play around.
1:23:37
We work very hard every day to be sure that everything that we do is a data driving decision.
1:23:43
And that's why we believe that licenses the idea for license can be they we support the intent, but we prefer to focus on the task force that we are introducing today.
Selvena N. Brooks-Powers
1:23:53
And in terms of the the trends that DOT, has seen, can you talk to us about what that looks like as it pertains to offenses or crashes as a results to a scooter or ebike operator.
1:24:11
So are you seeing it trending up?
1:24:14
Are you seeing, like, it on par?
1:24:16
Is it a decline?
1:24:18
What's happening there?
Ydanis Rodriguez
1:24:19
I see here from our, deputy commissioner.
Eric Beaton
1:24:23
Sure.
1:24:23
So I'll I'll And
Selvena N. Brooks-Powers
1:24:24
give me numbers.
1:24:25
Don't just give me, like, what your thoughts are.
1:24:28
I wanna know, like, year to date, we had five crashes as a result of a e Pike, and this year, it's 6.
1:24:37
Like, I wanna know numbers.
