Keith Grossman provides a comprehensive explanation of NYCHA's process for testing and maintaining boiler systems in response to Council Member Chris Banks' request.
- Boilers are opened and checked on both the hot water and heat sides
- All components and mechanical pieces are inspected, repaired, or replaced as needed
- A hydro test is performed to check for leaks
- Supervisory inspections are conducted to ensure satisfactory work
- The process continues until the asset is 100% ready for service

Well, can you give me a more in-depth look of how, the, this plan, how how does it look step by step, when you're testing the system?
Keith Grossman
0:38:43
Yeah.
0:38:44
Absolutely.
0:38:45
So, when we each boiler, is the doors are open, we check the heat the hot water side of the boiler, right, the part that produces steam where there's water.
0:38:57
And the heat side, the part that heats up the water.
0:38:59
Right?
0:39:00
So, essentially, the majority of boilers are, you know, producing steam.
0:39:05
There are some boilers that are hydronic systems that that heat, water, that water travels through the property at about a 180 degrees and, radiates the room through steaming.
0:39:17
So regardless of that, we open up the boiler, we check all of the components, all of the mechanical pieces throughout the property, and we'll replace anything that's broken, repair anything that's leaking, lubricate anything that needs to be lubricated, make sure all the gauges work, and then we will close-up the system, like, close-up the actual boilers, those large doors on the front.
0:39:42
Make sure that it's there's a proper seal, the gaskets are all replaced.
0:39:48
Start filling the boiler to make sure that there's enough water to produce steam.
0:39:54
And we will then do what's called the hydro test.
0:39:57
Right?
0:39:57
We test the water to make sure that there's no leaks.
0:40:00
Once that's completed, the boiler is ready to go back in service.
0:40:04
Prior to that hydro test, which is a, which is a pressure test of the vessel, there's a supervisory inspection.
0:40:10
So our supervisors go out and inspect the work that was done to make sure it was satisfactory.
0:40:16
If it's not or there's another repair needed, we will do that.
0:40:19
We will work on that asset until it is 100% ready to go.

But when it gets to the apartment, what what what what role does the apartment play in the in the actual testing that's taking place?
