Council Member Chris Banks inquires about NYCHA's approach to ensuring RAD/PACT developments align with climate and weatherization goals. NYCHA representative Gillian Connell explains that these developments must adhere to local law standards and undergo various capital improvements to enhance energy performance.
- Improvements include heating system overhauls, facade upgrades, window replacements, and roof replacements
- EIFS panels are being installed in multiple PACT projects to improve building envelopes and energy performance
- These measures aim to make buildings more airtight and energy-efficient

I wanna move on to regularization and resiliency at the RAD Pack developments.
1:15:52
How does NYCHA ensure that the, PAC developments are brought into line with NYCHA's overarching, climate and weatherization goals?
Gillian Connell
1:16:03
Yeah.
1:16:03
So at PADREC, PAC RAD developments, they are held to the same local law standards, like local law, 84, local law 33, and are focused on, improving overall buildings, energy performance.
1:16:15
And so the capital improvements that go into these buildings, when each of them start involve things like overhaul to the heating systems and replacement of heating systems, but it also includes things like facade replacements or upgrades, things like the EIFS panels to help make the buildings more airtight.
1:16:33
It includes things like window replacements, again, to help prevent cold air from getting in and hot air from from getting out, and things like roof replacements.

When you say facade improvements, there was a facade improvement that was, or complete change, done in London houses.
1:16:55
That facade improvement actually, I believe that's probably but that was the act one of the only developments, RADPAC developments that received a facade improvement or a complete change.
Gillian Connell
1:17:08
No.
1:17:08
No.
1:17:08
We have, multiple other packed projects across the city that are receiving those EIFS panels.
Chris Banks
1:17:14
EEF okay.
Gillian Connell
1:17:14
That are being installed to they specifically help improve the building envelope and improve the building's energy performance.
