  • CCRB is responsible for investigating racial profiling and bias-based policing
  • Some cases have been substantiated and are pending in the disciplinary system
  • The presumptive penalty for bias-based policing or racial profiling is termination
Yousef Salaam

thank you for your testimony.
1:31:23
Before we dive into the details of policing and procedures, I would like to start by asking a simple big picture question.
1:31:31
Do you believe that racial profiling or other forms of bias are reflected in how the department and its officers engage with civilian and and conduct investigative encounters?
Michael Gerber
1:31:44
So the CCRB, as you know, has responsibility, for investigating, racial profiling, bias based policing.
1:31:54
They took that over, I guess it was end of last year, really beginning of of of this year.
1:32:02
And that that process they have a whole unit that looks at this, investigates cases.
1:32:07
Some matters have not been substantiated.
1:32:08
Some matters have.
1:32:09
Those, those, you know, allegations and those cases then make their way through, our disciplinary system.
1:32:18
We do have a number of such cases pending, and I think those cases need to play out through that disciplinary system.
1:32:26
Obviously, these are incredibly sensitive cases, incredibly serious allegations.
1:32:31
The presumptive penalty, for bias based policing or racial profiling is termination, and and and rightfully so.
1:32:41
But, of course, there's a need for due process and for these cases to play out.
1:32:45
That that that's what's actually happening.
1:32:47
That's what's happening now, and that's what will be happening in the future.
