And so that's how I really wanna focus the conversation.
2:18:04
And so in the 4 6 precinct, there has been the they've had, a really bad record of escalating level 1 encounters, to more serious offenses.
2:18:14
18% of the level one stops led to summonses and 2.6% led to arrest but 95% of all level one's stops of black and brown Latinos is a higher percentage of stops of 25%, self initiated.
2:18:26
And so we're seeing that this is trending up.
2:18:28
Can you talk to me about, what trainings officers in detectives are getting, around conducting level 1 encounters?
Michael Gerber
2:18:38
So so, officers don't really get well, we've gotten training about how many stops acting.
2:18:44
It lines with how many stops acting.
Kezilar Cornish
2:18:45
When you
Michael Gerber
2:18:46
talk about
Althea V. Stevens
2:18:46
training What what some of the what could you talk a little bit about those trainings too?
Michael Gerber
2:18:49
Sure.
2:18:49
Sure.
2:18:49
Well, if I if I may, just in terms of sort of how we rolled out the how many stops act and how we sort of Mhmm.
2:18:54
Yeah.
2:18:54
So
Christopher Leon Johnson
2:18:55
don't have
Althea V. Stevens
2:18:55
a lot of time to be succinct.
2:18:56
I'll be trying to eat up all my time because I see what you be doing.
Michael Gerber
2:18:59
No.
2:18:59
No.
2:18:59
No.
2:18:59
I I wanna answer your question.
2:19:02
In connection with the How Many Stops Act before sort of July 1 and even after July 1, we did a lot of things.
2:19:07
Right?
2:19:08
We did an operations order.
2:19:09
We did an administrative bulletin.
2:19:10
We did a legal bulletin about level 2, level level 2 interaction and consent.
2:19:15
We did a training video.
Althea V. Stevens
2:19:17
Alright.
2:19:17
You're eating my time.
2:19:19
K.
Yousef Salaam
2:19:19
Did you
Althea V. Stevens
2:19:19
train a video?
2:19:20
Okay.
Samah Sisay
2:19:20
We did we did
Michael Gerber
2:19:20
we did training video, and also we've had conversations at the executive level and with groups of CEOs about the importance of this.
2:19:28
In terms of the nature of the interaction itself though, I do wanna say, like, a level one encounter, you're talking about a cop saying to someone, you know, did you see anything?
2:19:36
Did you hear anything?
2:19:37
Hey.
2:19:37
We got a call about this.
2:19:38
Do you know anything about that?
2:19:40
Hey.
2:19:40
We're looking for this kid.
2:19:42
Hey.
2:19:42
We got we got a report of gunshots.
2:19:44
Did you hear anything?
2:19:44
I mean, those are, like, your basic level one encounters.
2:19:48
So I mean I mean, that's sort of I mean, our cops didn't know how to talk to people a 100%, but I'm but I'm not and that's incredibly important.
2:19:55
But I'm not sure that it's really about, like, a special training for how to do a level one encounter, if that makes sense.
Althea V. Stevens
2:20:01
Well, I might differ.
2:20:02
So that's where we might differ.
2:20:04
Because I think you do need a special training on how to, like, interact with people period.
2:20:07
Right?
2:20:07
Because even saying, like, did you see something in those things, sometimes people do need to have additional training or prompts or whatever they might need.
2:20:15
And because you ate up a lot of my time, I have another question really quickly.
