Council Member Brannan inquires about the OMB approval process for shelter budgets and contracts. Commissioner Park explains the process and factors affecting approval timelines.
- OMB reviews initial budgets for shelters and the final contracts, not individual payments
- Approval time varies depending on the time of year and budget cycle
- DSS has negotiated model budget templates with OMB to streamline the process
- Budgets adhering closely to the model templates are approved faster
- More complex or unique site requirements may require longer review periods

Peak stays, months?
Molly Wasow Park
1:16:30
It depends a lot on what time of year we're in.
1:16:33
Right?
1:16:33
When we are in the peak of budget, season, when they're in the middle of doing a plan, it'll take a little bit longer.
1:16:39
When we're not in plan cycle, it goes faster.
1:16:42
What we did several years ago, this was, probably about 2020, we negotiated what we call our model budget templates with OMB.
1:16:51
So, a a standard budget framework for each type of shelter.
1:16:57
Right?
1:16:57
Something different for families with children, for, you know, employment shelter for single adults, different different structures.
1:17:05
A budget that adheres very closely to that model budget will go faster to the extent that there, is something specific about that site that that requires a little bit, more boutique analysis, that takes a longer period of time.
