Council Member Stevens inquires about the process of selecting sites for shelters, specifically asking about the responsibilities of providers versus DHS. Commissioner Park explains the site control requirements for providers applying through the open-ended RFP.
- Providers, not DHS, are responsible for finding potential shelter locations
- Providers must have some form of site control (e.g., a letter of intent from a landlord) when applying through the open-ended RFP
- DHS reviews proposed sites to determine if they are suitable for use as shelters
- Reasons for rejecting a site can include size issues or other factors determined by DHS

And then my last question is also to and I think I've asked this question before in different, iterations, but because I'm always baffled about when we're thinking about shelters and I know you don't you don't lease into their, to landlords, but so I just wanna make sure the providers are the ones responsible responsible for finding locations for shelters and not DHS.

You guys are not the one citing it.
2:36:11
So the the the provider, the ones coming to you saying like, hey, I have the space or I have to deal with this landlord.
2:36:16
Let's let's, do this, and then you approve their contract, and that's how the process works.

Essentially, yes.
2:36:24
So one of the threshold criteria for when you're applying through our open ended RFP, when a not for profit is applying through open ended RFP is that they have some form of site control.
2:36:34
That doesn't necessarily mean that they have an ex an executed lease, something like that, but it means that they at least have a letter of intent from a landlord.
2:36:43
So they have to find the site, but we, you know, we can review a site and say this does or doesn't work at shelter.
2:36:51
Right?
2:36:52
So and that could be for a whole variety of reasons.
2:36:55
Right?
2:36:55
It could be that it is it's too small.
2:36:57
It's too big.
2:36:58
It's
